		<description><![CDATA[The reason for the increase is a combination of Pearson having a completely screw up in their methodology coupled with DOE&#039;s inherent desire to increase the pool for G&amp;T to avoid criticism.  After all, less people will complain if its a random selection versus a qualified selection.  The Sibling policy kills me, if a student scores 99th percentile that student will be bumped to a sibling in the 90th percentile? That is crazy!]]></description>
